Strengthening Regional Collaboration: NSPU Outlines Priority Areas for 2025

The extended meeting was attended by members of the Academic Council, NSPU teachers and staff, representatives of student associations, as well as Deputy Governor of the Novosibirsk Region Valentina Anatolyevna Dudnikova, Commissioner for Children's Rights in the Novosibirsk Region Nadezhda Nikolaevna Boltenko, Minister of Education of the Novosibirsk Region Maria Nailyevna Zhafyarova, Chairperson of the Novosibirsk Regional Organisation of the Professional Union of Workers in Public Education and Science of the Russian Federation Svetlana Gennadyevna Sutyagina, Deputy Mayor of the City of Novosibirsk Valery Aleksandrovich Shvartskopp, Deputy Minister of Education Roman Vladimirovich Kamenev, Deputy Minister of Culture Yury Vasilyevich Zimnyakov, Deputy Chairman of the Committee on Culture, Education, Science, Sports and Youth Policy of the Legislative Assembly of the Novosibirsk Region Evgeny Anatolyevich Podgorny.

Sergey Aleksandrovich Nelyubov presented the findings of a five-year assessment of the university’s performance. He provided a particularly detailed analysis of NSPU’s activities in 2024, in line with the development programme of the Federal State Budgetary Educational Institution of Higher Education “NSPU” for 2023-2030.

The educational activities of NSPU are focused on addressing the objectives set by the state for the national and regional education systems. The university continually works on updating its programmes in line with the Core of Higher Pedagogical Education concept, training camp counsellors, and supporting psychological and pedagogical classes. It is also developing an internal system for assessing the quality of education. Projects such as “Student to School!” and “Enroll in NSPU!” are being implemented, and the resources of the Technopark and Quantorium are actively utilised in the educational activities of both students and schoolchildren.

Sergey Aleksandrovich emphasised that the primary focus of NSPU’s educational activities is to ensure the high quality of the educational programmes designed to train personnel for the priority areas of scientific and technological development in the Russian Federation, the Siberian Federal District, as well as in various sectors of the economy, the social sphere, and education.

The research activities at NSPU in 2024 are marked by a rise in the amount of funding secured through state assignments and grants, an increase in publication output, and the execution of research projects commissioned by the Ministry of Education of the Novosibirsk Region. As Sergey Aleksandrovich pointed out, when selecting research topics, NSPU researchers should align their work with the objectives of the national project “Youth and Children” and the Education Development Strategy up to 2036, with a vision extending to 2040.

A key focus of NSPU’s efforts is its collaboration with the regional education system, which includes partnerships with the municipal districts of Novosibirsk, career guidance initiatives for schoolchildren, and the organisation of admission for employer-sponsored education. Looking ahead, there are plans to establish a unified educational environment through the integration of vocational educational institutions.

The university places significant emphasis on educational initiatives and youth policy, striving to create conducive conditions for the personal development and professional growth of future teachers who possess a strong civic-patriotic stance rooted in traditional Russian values.

The discussion of the report included contributions from several experts: Alexander Alexandrovich Makeev, Vice-Rector for Academic Affairs; Tatyana Vasilyevna Lukina, Head of the Department of Youth Policy and Educational Activities; Ekaterina Alekseevna Kostina, Dean of the Faculty of Foreign Languages; Andrey Valentinovich Sakharov, Head of the Department of Biology and Ecology at IESEN NSPU; Yana Malyavina, a third-year student from the NSPU Institute of Information Sciences representing the student association; as well as invited experts. Suggestions were made to retain young teachers in the region’s schools, expand the activities of student associations, explore opportunities for integrating NSPU into the international educational and cultural landscape, and enhance collaboration with schools in the districts of the Novosibirsk Region.

Valentina Anatolyevna Dudnikova, Deputy Governor of the Novosibirsk Region, highlighted the establishment of a training system for employer-sponsored education as a central focus of collaborative efforts with the university. This initiative aims to attract students to the Pedagogical studies, ensuring their further employment in the region’s schools.

Valentina Anatolyevna emphasised that a significant challenge lies in the shortage of specialists, excessive workloads, the inadequate promotion of teaching professions (particularly in the Natural sciences) and the difficulties associated with retaining young staff. She stated that the shared objective is to train highly qualified personnel for educational institutions in Novosibirsk and to ensure their successful employment and retention within the profession.

Nadezhda Nikolaevna Boltenko, the Commissioner for Children's Rights in the Novosibirsk Region, expressed her confidence in the potential for effective long-term collaboration. She also extended her gratitude to the university experts who are working alongside her team to address issues faced by families and children. Svetlana Gennadyevna Sutyagina, Chairperson of the Novosibirsk Regional Organisation of the Professional Union of Workers in Public Education and Science of the Russian Federation, drew attention to the socio-economic section of the report delivered by Sergey Aleksandrovich Nelyubov, highlighting the clearly defined areas of the work. Meanwhile, Maria Nailyevna Zhafyarova, the Minister of Education for the Novosibirsk Region, emphasised the importance of the tasks outlined in the report regarding the involvement of university departments and educational divisions in current regional projects. She also noted the high level of information transparency created at the pedagogical university facilitates its development cooperation.

Following the discussion, members of the NSPU Academic Council passed a resolution outlining the university's main activities for 2025. Additionally, the members voted to establish the key priorities for NSPU’s work in the near future. The participants of the meeting favoured the collaboration with the regional institutions.

The meeting concluded with the presentation of commemorative awards and letters of appreciation from the university to the teachers and staff, and NSPU graduates.
